Public Association Legal Clinic Comrat announces a call for proposals for the selection of an expert (sociologist) to prepare and submit a report on the results of sociological research on the territory of ATU Gagauzia, in order to identify the actual situation and existing needs of young people NEET (hereinafter Report) within the project "Support to NEET youth in Gagauzia".

(NEET Youth (Not in Education, Employment or Training) - is a generation of young people, who due to various factors of economic, social or political nature, are currently unemployed, not in education and not involved in any type of training)

The project "NEET Youth Support in Gagauzia" is implemented by Public Association "Legal clinic Comrat". The project is funded by the European Union and co-funded by Sweden. The project is implemented by East Europe Foundation in partnership with National Youth Council of Moldova, Partner Development Center and Agency for Regional Development.

Purpose of the project: To contribute to the empowerment of young people living in the region of ATU Gagauzia, by analyzing their needs and based on these needs it will develop a complex program of support and involvement of young people NEET in socio-economic life of the region

The contest purpose is to choose an expert - sociologist, who will provide services related to the preparation of sociological research (drawing up of a questionnaire); analysis and systematization of data needed for the development of the Report on the study results, as well as the presentation of the Report to the youth and other interested persons in ATU Gagauzia.

The selected expert will provide the following services:

Elaboration of a questionnaire-questionnaire, which will be used in the survey of beneficiaries - NEET youth living in ATU Gagauzia;
Preparation of the plan, the structure of the Report on the results of the sociological study. 3;
The analysis and systematization of data necessary for the development of the report (analysis of information contained in the completed questionnaires);

4. Drafting the Report (writing the main text, recommendations);

5. Presentation of the Report as part of a specially organized TV program.

*The expert will coordinate the work strategy and action plan with the project coordinator, as well as report to the project manager on the results of his/her work.

The expert is responsible for:

Timely, quality, and complete performance of his/her duties as stipulated in the service agreement;
Demonstrating a responsible and correct attitude while performing his/her duties;
Providing truthful, complete and integrity information and reports;
- Damage caused to the association, including its image, by the improper execution or non-execution of instructions;

- Timely notification to the organization of non-standard/unforeseen situations.

Qualifications, Experience and Skills Requirements:

At least 3 years of proven professional experience in the required field;
Previous experience in drafting these types of documents (questionnaires, reports);
Knowledge/experience in developing reports on the results of sociological research (with specific examples/references of work done);
Analytical skills;
5. Computer skills (Word, Excel).

Term of Contract:

A service agreement will be entered into with the expert. The contract will be signed for 2 months from the start of the contract.

Financial Proposal:

The candidate must submit a financial proposal.

The financial proposal must include a total lump sum for specific and measurable results.

The financial proposal should include the lump sum structure (including taxes, fees, transportation costs, phone calls, etc.).

The project is implemented at a VAT rate of 0%.

        CV (Resume);
       A letter stating the motivation for which the candidate(s) considers themselves suitable for the position;
        References or copies of similar documents (reports);
Financial proposal.
Criteria for evaluating offers:

1 expert must be selected to provide the requested services.

The evaluation criteria will consist of:

a) Technical evaluation (60%) - qualifications, experience and skills.

b) Financial Evaluation (40%).

* Only pre-selected participants will be invited for an interview, which will be conducted online.
